Announcing the Top 64 Teams
The Brewer Foundation and New York University are proud to announce the “Top 64” teams for the 24th annual International Public Policy Forum (IPPF) – the first and only contest that gives high school students around the world the opportunity to engage in written and oral debates on issues of public policy.
This year’s qualifying round involved submissions from 283 teams representing schools in 26 countries and 30 U.S. states. This is the second-largest year in competition history.
The IPPF would like to thank all of its student competitors for the time you spent researching this year’s topic, “Resolved: Equitable access to pharmaceuticals should be prioritized over protecting intellectual property rights.” The judges enjoyed reviewing your submissions, and we look forward to sharing their evaluations with you in the month ahead.
The judges were impressed with each team's ability to craft a well-researched essay on a complex global topic. Not advancing to the Round of 64 is not a negative reflection of your work – it just speaks to the number of entries, the quality of the essays, and the overall competitiveness of a global field.

Advancing teams will receive an e-mail with additional information.
You can click here to see a PDF of the IPPF bracket, which includes the pairings for the written rounds of the competition and notes the side (affirmative or negative) assigned to each team.
The “Top 64” teams will now compete in a single-elimination, written debate tournament. Teams will continue to debate the topic, “Resolved: Equitable access to pharmaceuticals should be prioritized over protecting intellectual property rights.” Essays will be volleyed back and forth via e-mail, and judges will select the advancing teams. This format continues until the final eight teams emerge. Those teams earn an opportunity to compete in the oral debate finals in New York City for the $10,000 grand prize!
For those teams that did not advance, your evaluation forms and certificates of participation will be mailed to you in the coming month.
